  User installed plugins go in
CSIDL_PROGRAM_FILES_COMMON , e.g.
 typically
 "C:\Program Files\Common Files\LADSPA Plugins..."
      
 I don't suppose you happen to know whether any Windows-based LADSPA
 hosts are actually using this path?
