Perusing /usr/include/alsa/seqmid.h cleared up the confusion.
The port number has to be SND_SEQ_ADDRESS_UNKNOWN, not 0,
best accomplished by:
snd_seq_ev_set_subs(&ev);
Then it works with aconnect.
