It can. Nobody has implemented it.

find its own .xml
config ? or check, whether .jackdrc is newer than the xml ?
Because it is useless. It is useless because you will still have two
configuration files. You are not solving the problem. qjackctl and
ardour will save to jackdrc, jackdbus (or multiconfig object) will save
to other file.
