You will always have quarter-frames. No EBU/SMPTE without them. If you
have the "real" signal, you will then also have the 1KHz bi-phase to
adjust to. Once locked, you have the video signals pixel-precise
vsync ..
Locate isn't that critical, would normally be set to place you 4 - 5
seconds before the actual event (to give you a reasonable count-in) and
the punch-in/out would then either be performed from a cue-list or just
manually.
