After enabling the above option and kernel
installation, you
need to patch PAM and configure it accordingly or you need to
try set-rtlimits.

I haven't used it yet, but there is a program to give unprivileged
users access to realtime scheduling via the new rlimits, avoiding the
use of pam. You can download it here:
