Note-off velocity can best be used not to control a parameter
value, but its rate of change. The most obvious choice would
be the release time of an envelope that could control anything
you want. Or the attack time and/or amplitude of an envelope
that is triggered by the note-off, and that e.g. slightly
detunes a note during its release time. Aeolus has such a
'detune on release' (and also on attack) and it can completely
change the nature of a sound, even if very subtle.
In a mono synth the release velocity could just be stored
and used to modify the transition to the next note when
that arrives.
There are lots of other possibilities, but most that make
sense don't map to traditional voice parameters and would be
difficult to implement except on real modular synths or by
using tools like CSound or SuperCollider. Which is probably
why very few keyboards provide the information.
