FWIW I have the embryo of such a library in Non-Sequencer and eventually
plan to have it separate enough to be used as an engine for other
sequencers. Others have also talked about doing something similar--but in
Python. I believe there's a workingish prototype.

played an SMF file via JACK MIDI. this would be *relatively* simple to do
(once you figure out what godawful lump of code you plan to use to parse
SMF) and would be quite instructional for future questions such as yours.

Yes it does. jack-smf-tools. I've seen a few others too the names of which
escape me (in Python, I believe).
