Right. Unless you distribute the development versions then:

people who gets your
binaries should be able to get the source too.
as you say, the people who get the dev binaries have the right to get the dev
source if you want to obey the GPL of the source you incorporate.
This stuff is so much easier to do *full blown correctly* than to try and
skirt close to the edge though.
