as far as user is concerned various apps suddenly
get
frozen, there's no indication they tried to play audio and
then you have e.g. mozilla looking like it's frozen becuase
one or another plugin (flash usually) tries to open
audio...
then the application should be able to provide an alert dialog
instead of freezing. What about filing a bug report/feature
request?

that's true, but just these days a KDE application appeared on
sourceforge which is called kasound. Looks promising.
