It's not "apparently being worked on", it's been in JACK since the
0.102.20 release.
2 slightly different things ....
* MIDI sync - distribution of MIDI data with sample accurate sync WRT
audio data
* VIDEO sync - information allowing a JACK client to know the precise
audio sample at which a video frame begins (not implemented by any
freely distributed JACK backend)
video-jack is about providing something like MIDI sync but for video
*data*.
