No, libqt4-qt3support is actually a QT4 library and hence not affected.

Absolutely. There's also a tool qt3to4 which can more or less convert
qt3 apps to qt4. Depending on the source, it will require linking the
new qt4 app to libqt4-qt3support, but that's single line in the project
file or a manual define in the makefile.
The KDE SDK also features some neat helper scripts porting kde3 apps to
kde4, but not as mature as qt3to4. There are also scripts converting
autotools based build systems to cmake (the KDE4 way of compiling).
AFAIK, the KDE3to4 helper scripts are not packaged, but can be invoked
from the SDK's source tree (apt-get source kdesdk).
