For ALSA, I'm not sure. For JACK, the closest thing would be the transport
BBT information. You can just ignore the bar/beat numbers and look only at
the ticks if you prefer.

about the quantity of ticks per beat.
make it sense to find out an accordance about ticks per beat. or is this
irrelevant for any syncing. especially i mean here syncing via
jack-transport.
The timebase master decides the number of ticks per beat and broadcasts this
to the clients.
