No, but Ogg is a container format and may contain audio data encoded as
Vorbis, Speex or Flac.

use coreaudio API, on windows, you use ACM codec, but it seems each linux
app has to independently support and depend on flac/ogg/speex/wav/etc libs,
ad nauseum..
Yes, thats braindamaged. However, libsndfile now supports FLAC and work
on Ogg Vorbis and Ogg Speex is underway.
