has always been there but

Yes it's there (I'm using version 0.46 - Apr 2008)
I actually use it as the preferred command-line SVG->PDF converter for
LaTeX docs:
$ inkscape <source-svg> --without-gui --export-pdf=<target-pdf>
I'm curious to know what other requirements does inkscape fail, because
I find it extremely useful -- it is true that you have to get use to
some tricks, like for example painting arrows.
