Regardless of where you choose to announce and grow your project, you will eventually have to publish in some English-speaking signals & systems-related journal, if you have an original scheme. For the sake of your own time, and ESPECIALLY that of your would-be contributors, you should attempt to do this sooner rather than later. You may well end up finding that your scheme doesn't bring any measurable benefit to the table, or worse (in the way that most home-grown crypto schemes fare). -- Dan
