Hello. I'm using portaudio19 to write an app that connects to jack (and
alsa) and I can't find anywhere in the portaudio api a way to ask jack
for the current samplerate and buffersize.
¿Am I missing something obvious?
¿Do I have to use the jack api to get these params and then be able to
use the portaudio api for starting a stream, implementing the audio
callback, etc?

If your using *just* the PortAudio API, you can't call any of the JACK API
calls.
PortAudio will provide your program with what "PaStreamParameters" you give
it. This means that PortAudio will do resampling of audio to the samplerate
that your program opened the stream with... kind of a different concept to
JACK.
In short with PortAudio, you tell it what sampRate & bufSize you want, it
takes care of providing that to you.
JACK tells you to run @ sampRate = x & bufSize = y, and that's that.
I'll advise if your working on a pro audio application to program to JACK,
and not PortAudio. Reasons: it provides MIDI sample accurate with audio,
gives much more "pro" api, no sample rate conversions, no bloat, just pure
JACK :)

Portaudio's Jack support is completely borked. If you do not
intend to use its cross-platform features, please spare us
the misery of yet another Linux app using it.
Just use Jack's native API. When you've got that working, and
you want ALSA as well, use the zita-alsa-pcmi library. This
will allow you to share 99% of your code for ALSA and Jack.

I want to learn an api that is as cross-platform as possible, ideally
that includes iOS and Android.That's why I started looking at Portaudio.
I started with JACK because i can use other jack apps to help debug my
code.
Do you guys have a better alternative for cross-platform devel?
Perhaps RTAudio?

Yes! Lots!
Downsides are no MIDI (without RtMIDI), and no JACK transport / session
management.
If your working for Linux, mobile platforms, windows & osx then IMO RtAudio
is your best choice.

I think it depends on whether you are happier with C or C++. I like portaudio and have
used it quite a bit as a simple way to add realtime audio to C programs.
