Hi
I am writing a grant for a project I am doing. The potential funder
requires the archived audio be in AES 31 format.
Is there any application/lib etc on lin that outputs AES31?

not at this time, no.
btw: AES31 is not an audio format, but a session format. it describes a
collection of 1 or more audio files, pieces of those files, their
arrangement in time, and their relationship to each other.
