FWIW, I had epic fails with dbus in Ubuntu 12.04.

Different configurations are right for different use cases. I run pulse
through jack for daily use, but I wouldn't do that in a concert. For
instance, I might want to have Skype open in a normal session, and that
seems to play best with pulseaudio. But I wouldn't use it in a performance,
in which case it's simple to start the jack server but not pulse.

OK, thank you for clarifying.
So, what is desired is not a GTK application per se, but an application
which works correctly with the Orca screen reader software.
The Orca wiki (which has a disclaimer of being out of date) has this to say:
Orca works with applications and toolkits that support the assistive
technology service provider interface (AT-SPI)....
Applications and toolkits supporting the AT-SPI include the GNOME GTK+
toolkit, the Java platform's Swing toolkit, SWT, OpenOffice/LibreOffice,
Mozilla, and WebKitGtk.
According to the AT-SPI entry in wikipedia, support for AT-SPI is
included in:
GTK+ 2, Java/Swing, the Mozilla suite, StarOffice/OpenOffice.org and Qt 4.
So it appears that the possible solutions to the problem would be a GTK
application for starting and controlling jack (as originally requested), a
Java/Swing application to do the same, or help Rui make any changed needed
in qjackctl so that the AT-SPI support in Qt4 is utilized.
Possibly a variation on a GTK application would be something like PyGTK
which uses the GTK framework but from a language tailored to fast
development.

I think the original confusion was in your terminology. Most people would
consider a "client" to be an application which uses jack to transport
audio. qjackctl starts and configures jack, but it doesn't really come to
mind when you ask about jack clients.

Choosing your tools based on which GUI tool kit was used for creating the
application seems like kind of an ass backwards way to do something.
What is your real goal? Do you want to avoid having to install Qt shared
libraries because you are really low on disk space? Do you have some sort
of ideological grudge against Qt for some reason? Do you just not like
the way qjackctl looks?
It seems to me that ideological grudge is the only reason which really
absolutely requires the solution of an app written using the GTK tool kit.
The other problems have possible alternate solutions.

I'm looking for a simple client that can record HD webcam video, while
recording audio from jack, and using the transport. I'd ideally like
to have multiple instances of it running on different web cam's at the
same time.
I've looked at using pygst, but there is noticeable latency when
trying to sync jack's transport with gstreamer's transport. I also
have trouble trying to use pygst to receive jack transport
rolling/stop events in real time. At this point it's still the best
solution i've found though. Anyone have anything better I can look
into?
The intended way I'll use it is:
1. run jack
2. run blender using jack audio/transport, use the NLE video editor
3. load a video file in blender (jack transport will keep the video
sync'd with othe jack aware programs)
4. start x instances of said program, each with their own HD webcam,
jack port, and jack transport access
5. when jack starts rolling, start recording audio/video into a video file
I don't care about editing with the recording program, I can do that
with other programs. I want a simple workflow without having to sync
audio/video, or transfer files around.

The live.code.festival will take place at the Institute for Musicology and Music Informatics (IMWI), University of Music Karlsruhe from 19th to 21th of April in 2013, organized by the IMWI, the local live coding band Benoît and the Mandelbrots and members of the live coding organization TOPLAP. It will be a weekend dedicated to this emerging discipline of computer music, to exchange ideas, demonstrate systems, enjoy concerts and establish connections between people and institutions interested in research and performance of live coding. Although the main focus of the festival is live coding of audio the festival will promote live coding in other disciplines as well.
The festival will include live coding concerts and performances, talks, demonstrations, discussion panels, opportunities for collective improvisations and get-togethers.
