Sure it's possible. There are even prototypes
people have
written.

But it's not "very easy". :-)
I'm not a programmer, but from a users point of view, it
sounds very difficult, but not impossible.
Dropping a video frame is almost invisible to the
eye.
Droping an audio frame creates unpleasant audible clicks.
Yes, I know. Thtat's why I had the idea with the dynamic
sample rate conversion (or something similar).
