You need Qt 4.x and development files .

What's more... you'll probably need to run update-alternatives for each
of qmake, uic, and moc.
E.g.
$ sudo update-alternatives --config qmake
Thank you! Turns out I already had qt4-dev-tools and qt4-qmake installed
alongside the qt3 ones, so update-alternatives does indeed get me a bit
further.
I now get a build failure, but I'll go and report it in the issue tracker.
