I found one way which sort of works (after settings LADSPA_PATH) but it
sounds quite horrible. Is there a better way to do this?

Is there a stretchplayer for video?
VLC can do that, there's no nice GUI element for speed control, but a submenu in
"playback" menu... don't expect high quality either.
