did you run
sudo apt-get install --fix-broken
sudo apt-get autoclean
sudo apt-get autoremove
sudo apt-get -f install
?
OTOH "Note that this package (wine64-bin) will be removed in the
process." doesn't sound promising, so I would run all apt commands with
the --dry-run option first.
Did you calculatedly lock a package?
