It may be possible that the UHCI driver doesn't receive interrupts.
Try enabling or disabling ACPI.

cat /proc/bus/usb/devices shows just info on the two
USB controllers
(as does lsusb)
Even without the firmware, lsusb should show at least an unknown
device.
Is the driver for your USB controller loaded (something with uhci/ohci
in its name)?
