I dunno. I guess it's just moving slowly.
The jack-port fixes the "choppy playback" isssue and I have not yet
encountered a problematic file. Could you please send steps to reproduce
or provide a file that causes the problem?
AFAIK The other "bugs and issue" mentioned on
http://hypermammut.sourceforge.net/paulstretch/ have not yet been resolved.

stretching, the rubberband tools come to mind
Also there is PaulStretch. It
don't work with jack and even may have
problems with some files. But it can write modified sound to fine.
