Are you sure this applies to using different cards for recording and

Same thing... All JACK does is basically move audio samples between
sound cards and applications. What that means is that every device
involved must produce/consume samples at the same rate.
The only way to overcome this is resampling, but for good reasons JACK
won't do that unless you ask for it (by using alsa_in or alsa_out).
