Do you need jack dbus?
In Setup > Misc you could disable it, if it shouldn't be needed.
I guess you'll get English output if you run
LANG=C qjackctl
or
export LC_MESSAGES=C
qjackctl
or perhaps you can choose a language somewhere else for your DE.
