Don't know about Rosegarden, but if print is all you need,
maybe you can
get along with Lilypond as well? It supports shape notes:

The problem is, I have no clue how to use Lilypond. I was hoping that
there would be a GTK app that could do it...
You should check to see if the current denemo meets your needs. You can
do different noteheads in it. If it can't do the notehead you want and
lilypond supports it email the denemo-devel mailing list and let us
know.
