Look at numpy and scipy (http://www.scipy.org/).
Python is really well
suited for all those kinds of operations - similar to matlab.
Slightly more specialized, and does involve third-party libraries:
David Cournapeau's Audiolab is a wrapper around libsndfile, allowing
to read/write audio files from numpy arrays.
