That file is empty on my system. Only lines with a # before it.
Should I put the lines in your mail in that file?

Looks like you don't have the rights to start jackd as user with
realtime priority. Check out /etc/security/limits.conf for an entry
like this:
@audio - rtprio 99
@audio - nice -10
@audio - memlock 4000000
and make sure, the certain user is a member of the audio-group.
