I have 1.7.0.
I tried to drag the lower segment to another track - both segments came
with it until I did the cut and paste routine in the first track. Then I
could move the lower track.
Anyway, you
should just have to drag the lower one to a different
track in order to get them treated as separate staffs for the notation
view and Lilypond export.
