It's not a bug, it's a decision that I deeply regret, because as you
have said, it is helpful for some users. In that case, it was useful for
using a sound card on an old computer (toshiba 310CDT).
Because Fedora is (rightly) trying to eliminate the need to use command
line utilities to perform basic system administration.
Their ALSA configurator is called system-config-soundcard. If alsaconf
succeeds where it fails, you should file a bug report against
system-config-soundcard.
