Its more likly to be the opposite, if you have DMA on the IDE DMA
controller can hog the bus. Try turning DMA off, your CPU load will go
through the roof, but it might stop this behaviour, if it does there
could be something that can be done about it.
Latency timer settings perhaps.
when ripping a cd my clock slows down and my modem
grinds to a halt.

i'm using redhat9 and grip 3.0.4
Probably you need to turn on DMA for your cdrom.
