Could this be harmful to my system?
More likely to your nerves.
What is happening? It is a sound card
grounding issue?
Some cards have driver problems at shutdown and some don't. Many of my
cards cause noise when deactivated or power is turned off.
Can i fix it?
I've never been able to figure out how and have seen suggestions that it
may even be acceptable behaviour.
Currently i am just shutting off my amp b4
turning off my computer, but there may be times when it restarts itself and I
cannot shut down my amp. I'm using a Sound Blaster Live for what it's worth.
You could also set the volume to a very low level.

Being on stage with the band in front of crowds shouting, "Get off! No!
We want normal music!", I think that was more like acting than anything
I've ever done.
