You can use puredata for that, using the object [sysexin] or [midin].
Been a while since I tested it. I was using puredata to learn how to
change sounds and settings on a synth-module.
The vanilla version of puredata will do.

amidi is a command line util that comes with alsa-utils and can be used for
sysex dumps. `man amidi` for examples of how to do a sysex dump/restore.
