My soundcard and Nvidia card are also sharing the same
irq. I tried to
move the card to keep that from happening, but it doesn't seem like that
is working. Can't you manually assign IRQ's to a device? how would one
go about doing that?

You can (most of the time) manually assign IRQs. First, it's best to look at
your motherboard manual to see what slots are shared. Often either PCI1 or
PCI2 is shared with AGP. Look in your BIOS, often under Advanced->PCI
Configuration, for a section where you set IRQs. It should tell you which
slots are grouped together. Try to place your sound card on a slot that is
not shared, and then using BIOS, set it to IRQ9. Reboot. If, by bad luck,
you find at that point that your sound card is sharing an IRQ with an
on-board device like USB or a NIC, move it to a different slot and set that
slot to IRQ9. go through the process until you have the sound card on IRQ9
by itself. This is about the best you can do with a standard PC. It's not
hard, but usually requires me to reboot 2 or 3 times.
