looked at the options and there's no such thing as enable/disable
downloads. What I have is a free account.
When you upload a track or click on the edit (pencil) icon on the
track's page, there are three tabs on the upload page "Basic Info",
"Metadata" and "Permissions". The "Enable downloads" option
is on the
latter tab.
