Strange, see if you have the package installed:
rpm -q chkconfig
it is one of the "basic" packages installed, should be there
if you have not erased it (or maybe you did a minimal install
that did not include it).

On my RH9/Planet machine, sbin/chkconfig works; also
man chkconfig works.
I find slocate works well to find where thing are located
or if they are just not there.
Try slocate chkconfig and see what it says.
