* Only instantiates the limiter plugins once.
* Makes two sets of lim_settings, one for each limiter plugin.
* Changes limiter plugins gracefully (copies lim_settings except
for logscale).
* If both limiter plugins aren't available the select limiter
option is disabled in the preferences dialog.
