I'm using atk version 2.16.0 provided by debian unstable. Yes, they are new
if you compare the API:

Atk is the Accessibility ToolKit no need for gtk3 or guile.
It looks now that it has hit a problem. libatk1.0-dev 2.10.0-2 is
installed on the system. Could it be that those get_* methods were
only added later (upstream is now at version 2.18) ?
