I'm using Sox but it eems to be getting a little bit lng in the tooth
and it seems not to be 24 bit compatible.
If you compile libsamplerate from source (and you have libsndfile
installed), you will find an example program called sndfile-resample
in the /examples directory. libsamplerate is here:
