also the "Equal Power Stereo" Panner when put into "M"ono position
will do the trick.

In a stereo track I added a mono region.
This is only audible in the left channel and I'm not able to find
out how to make it output to both channels?
You can either add a mono to stereo plugin or you can add another
output to the track. I'd probably add the output unless I wanted
to use a stereo plugin to effect the track.
