I'm afraid this is on the hardware side.
I recently tried this card on Windows and encountered very similar
symptoms.

Both my cards work fine without cracks.
Mine, too. One on Aptosid's RT kernel, the other on a machine without RT
kernel.
The fact that the crackling switches sides when you change DIP switches
makes me think there's a hardware problem with the card itself.
