I'm sure without doubt that Debian still comes
with /etc/init.d/cpufrequtils (set up to ondemand by default)
"/etc/init.d/cpufrequtils" is from package "cpufrequtils" which is
optional and _not_ installed by default.
# apt-cache show cpufrequtils
Package: cpufrequtils
Priority: optional
