I don't think you're going to find an internal soundcard with
phantom
power. Phantom power is usually 48v, which just is not available on a
PCI slot or from a computer power supply.
For the features you want, I'd go with an external USB mixer. It will
be much more versatile, probably have better mic preamps, many more
features, and well within your budget.

So my question is:'what is a good external usb soundcard with preamp,
midi, phantom power etc' ?
My budget is about 100 - 200 euro's...
