I just set my studio up with a M-Audio 2496 card and M-Audio desktop
speakers, each for around $99. I've really been amazed by the sound of
the speakers. I don't remember the model, they are the cheapest they
make.

If you're only going to use software instruments you don't really need a
high-end card at all, just get something cheap with SPDIF output and a
pair of active monitors with digital input (or a separate amp with
digital input).
