The sliders effect the amount of signal sent to the digital mixer. The
mute buttons mute the signal to the digital mixer. Switch to the
Patchbay/Router tab and select Digital Mix L and Digital Mix R under H/W
Out 1 (L) and H/W Out 2 (R). Then you should be able to hear volume
changes when moving the sliders.

I compiled envy24control from a recent CVS version. It works and is
easily compiled all by itself. Just go to alsa-tools/envy24control
and run ./cvscompile (IIRC).
Ok, today I downloaded the CVS version of envycontrol from
http://www.alsa-project.org/alsa/cvs/alsa-tools/envy24control/
but still the same problems. Is this the right resource?
BTW I had to adjust the line
cp -av $AUTOMAKE_DIR/$f .
to
cp -pRLv $AUTOMAKE_DIR/$f .
in cvscompile, as the files in /usr/share/automake are just symlinks to the
respective file in /usr/share/automake-1.4 on my (Debian) system.
Do the sliders work for you?
