More seriously, the available tools (lspci, lsusb, etc) can tell you
what's there - possibly with default values - but they don't tell you
what's optimal. I'm not sure they could, given the influence of other
factors e.g. shared IRQs, interface bus, other hardware/mobo considerations.
A system analysis tool would be nice, especially one targeted to
configuring an audio production system for a Linux box.

Have you tried using a period of 2 ? That value
is not supposed to work well
with my laptop's hda-intel chipset, but I get better performance at 2 than
with 3. Just a thought.

This brings up a question that has been on my mind lately - what tools
or process do you use to find out what the best settings are for an
internal soundcard?
