and see if that helps, E.g. I remember the system timer is
set at 250Hz.

If I remember correctly this needs to be changed to 1000 Hz (when you
configure your kernel). It seems to affect the accuracy of MIDI timing, so it
might partially be responsible for the issue you have with MIDI.
