The central concept there is to generate a progressive video stream at
60 fps and use a tool to convert that to interlaced 30 fps. It's a good
idea. But it still doesn't address the problem that NTSC is not exactly
30 fps, but 30/1.001. Frame interpolation is necessary as well.
