If your friend runs JACK, I'm sure you can think of a way to do it with Nama
or similar applications. :) Some players have an option to set the default
output ports, again mplayer does.
As far as I know, he currently listens to the broadcast from
an ordinary radio. I will ask if internet streaming is
available to him, as what you suggests sounds rather easy.
Easier certainly than building a dedicated delay box!
